That’s when Assistant Commissioner for Double Standards Brett Guerin got really excited and started using the police computer and IP address to post disparaging comments on our website. At the same time, DET SGT Ross Mitchell told Ralph Blewitt that Forces Command (part of the Guerin Group) had decided to end the AWU investigation in Victoria, drop the charges brought by Victoria and hand over Operation Tendency in its entirety. Report to WA Police without a recommendation that anyone should be charged with anything.

September 23, 2014 – The Chief Justice held a rehearing. The election is near. The police will not object to 72 documents – the remaining material will be sent to the “Operation Tendement” task force.
On 10 April 2015, the Victorian Police Association rejoined the Trades Hall Board after severing ties with Ken Lee for several months in June 2012.
April 22, 2015 – John Kane Jr. announced as OPP chief responsible for deciding what serious charges go to trial and what doesn’t – a role he will assume in November 2015.
27 April 2015 – Ralph Blewitt meets DET SGT Ross Mitchell in Melbourne and Blewitt talks to Hedley Thomas in Australia.

Between April 2015 and early 2016, many of our readers and I contacted Victoria Police, the Prosecution Service and others to try to get information about Operation Tendement – the AWU scandal.
We were told to wait, the police would not comment on ongoing investigations, etc. Information about the progress of the investigation has not been released at all.
Ralph Blewitt was in a similar situation. He was told he would be charged with others in Victoria. He was told that, as his lawyer, the prosecution’s report would be sent to the OPP for approval.
On 4 February 2016, The Australian magazine published a story about the political links between Commissioner Ashton’s office and the Labor Prime Minister’s office, focusing particularly on Ashton’s chief of staff. The article notes that the coalition is dissatisfied with the politicization of the police command.

On February 8, 2016, Police Minister Wade Noonan announced that he was on 3-month stress leave after 12 months in the job. He did not return to the Ministry of Police.
On March 16, 2016, I filed a formal complaint with Brett Guerin, Assistant Director of the Ethics Standards Command, regarding Commissioner Ashton’s failure to respond to my emails. Three hours later, I received an email from Ashton’s office. The letter said that if I wanted information about the progress of the 2012 appeal, I would need to make an information request.
I responded that day, March 16, reiterating my status as a complainant and detailing the various rules that require the police to keep complainants informed of the progress of their cases.
On March 18, 2016, I published this story about John Kane’s role in one of Wilson’s crimes in 1995 – Kane’s responsibility for deciding who gets punished and who walks away in present-day Victoria.

From April to July 2016, we continued to ask Victoria Police, the OPP and others for an update on Operation Tendement – to no avail.
On August 17, 2016, Bill Thompson (one of our readers) videotaped a conversation with Commissioner Graham Ashton. Bill explained that there had been no update on the operating tender for at least a year.
Ashton: “No, I don’t know the answer to that question… more specifically. No. I’m sorry, I don’t.”
On August 18, I published this article in which I questioned Ashton’s extraordinary claim that he was unaware of the AWU issue.

Around that time, Detective Sergeant Ross Mitchell and Ralph Blewitt began discussing Ralph’s return to Australia for a face-to-face meeting with Victoria Police. Mitchell wanted Blewitt to tell Blewitt at the meeting about Victoria Police’s decision to hand over the entire AWU investigation and files to WA and leave its claims and potential charges to Victoria.
It is unlikely that a junior official would make such an important and politically sensitive decision alone. Police Command (ie Ashton, Guerin and other Assistant Commissioners) should have made the decision, or at least known about it and not vetoed it.
At the same time, Guerin/Demerest began to be published on our website – that is, at the end of August 2016.
Given that this is all a politically motivated stunt, I understand that the police would prefer to investigate rapes, assaults, robberies and other serious crimes affecting real people at a higher level than this kind of nonsense.

On September 5, Ralph told his Facebook followers that he was traveling to Australia to “get an update on the AWU fraud case with the Victorian DPP”.
On September 7, Ralph met with DET SGT Ross Mitchell in Melbourne. Blewitt’s recollection of the encounter is summarized here:
Mitchell told Blewitt that the charges against him since April 2015 have already been dismissed. Ralph was told he was in the clear when it came to Victorian rule.
Mitchell said the entire Operation Tendency file had been handed over to WA Police for further action and possible charges against those responsible.

Ralph was advised that the WA DPP would review the files before taking any action and that he would have to wait to hear from the WA Police after the DPP’s consultation was complete.
On September 8, an Australian newspaper published this story. To Ralph’s credit, he declined to comment on his discussions with police.
On September 26, Ralph wrote to Mitchell to follow up on the September 7 meeting – Blewitt expressed concern about extradition from his home in Malaysia.
Ackerman’s report makes it clear that the Victorian authorities (including the OPP and police) did not seek charges in WA, they simply handed over their files.

The revelations about the role of the WA Director of Public Prosecutions come after Victoria Police assured prime suspect Ralph Blewitt that he would not be extradited from his home in Malaysia to face charges.
A WA Police spokeswoman said yesterday the case was being reviewed by prosecutors after a referral was made to Victoria Police. “They (DPP) are preparing a report that may be added to us for investigation,” he said.
Blewitt said he was warned during a meeting with Victoria Police this month that he could be extradited if police tried to charge him.
