Since December 2017, 24,960 TDVL and PDVL subscribers have been trained in ComfortDelGro Taxi, which is widely used in Singapore. The license application involves three short tests set by TfL. Two of these tests ensure that all PCO drivers can understand English at a reasonable level, and passing them is known as the English Language Requirement (ELR).
ELR rules have changed recently, but this updated article has everything you need to know for 2022.
This third TfL test for a PCO license assesses whether a part-time driver has a basic knowledge of London and can plan routes correctly. It’s called the Topographic Test and you can read the instructions here.
Back in 2016, Transport for London launched the ELR to ensure that all part-time drivers can speak, listen, read and write English equivalent to B1 level in the Common European Framework. If you don’t know what B1 means, it means an intermediate standard (ie someone who can handle the challenges of traveling to the UK).
Here’s What It Takes To Become A London Uber Driver
In October 2021, TfL changed the ELR test rules. The general standard remains the same – the difference is that you can no longer provide only written evidence, such as a certificate from one of TfL’s chosen Secure English Language Test (SELT) providers. From this date, new PCO drivers must pass a real test.
All of these people will take the ELR exam, but flexible arrangements are currently in place.
PCO drivers who applied for a PCO license after 1 October 2021 (but before 1 April 2023) must pass all ELR tests by 31 March 2023.
PCO drivers who were employed before 1 October 2021 and have not submitted evidence must pass all ELR tests by 30 September 2022.

PCO drivers who were employed before 1 October 2021 and presented an invalid certificate must pass all ELR tests by 31 March 2023.
The transition terms will expire on March 31, 2023. After this date, all existing public hire drivers must pass both ELR tests to be eligible for a TfL licence, whether they are new registrants or PHV drivers requiring renewal.
Uber says TfL is currently focusing on part-time drivers who are renewing their license and have not completed the ELR test. There is currently no rush for new drivers to complete the test. However, they have until March 2023 to do so.
The TfL English (ELR) test is divided into two parts. Each test is a separate test, but they are all done on the same day.
English Language Test In Place For Prospective Dubai Taxi Drivers
The first test is to assess your speaking and listening skills in English. The second test will assess your reading and writing skills. Let’s take a closer look at what each of these tests entails.
The new English test is a 15-20 minute conversation with a partner (ie the examiner you are talking to). This is a face-to-face test that takes place at TfL offices but is carried out via a video or telephone link with a TfL service provider called PeopleCert. To pass the exam, you must have at least 60 points out of 100.
As the name suggests, the second ELR exam is a written exam. However, the assessment is not limited to English language skills. Instead, TfL looks at the answers drivers give to their Safety, Compliance and Understanding of the Rules (SERU) test.
The SERU assessment examines whether London PHV managers understand the safety, equivalent and control measures that apply to them. In short, TfL also use the SERU test to test reading and writing skills. It is one test with two objectives.
